Detailed project description:

The general objective of this project is to support the Government of the Republic of Kazakhstan and other competent national bodies to implement the “State Program of Education Development in the Republic of Kazakhstan for 2011 – 2020” (PED) and the “State Program on the Acceleration of the Industrial-Innovative Development of the Republic of Kazakhstan 2010 – 2014”.

Concretely, it is planned to set up an institutional partnership with a specialised institute from France, linking up with the French national VET system. The main idea is to proceed with a vast and concrete exchange of experiences and practices to reinforce the RSMC’s capacities. This French/Kazakh partnership will be completed with additional European expertise both for short term technical assistance and study visits.

The main activities include:

• Identification and establishment of a sustainable partnership between the RSMC, its reference ministry the Kazakh Ministry of Education and a French public body, under the umbrella of the French Ministry of Education;
• Organisational development and capacity building according to the new and enlarged responsibilities of the RSMC, including setting up and operationalizing the support to the National Council's working group (secretariat);
• Support to research and development of educational standards, plans and programmes;
• Support to research and development of VET quality issues;
• Advice and assistance in VET qualification assessments, data collection, processing and interpretation
