Detailed project description: The EU Delegation and COFED contacted EUNIDA for the identification and design of a support programme for Police Reform in the Democratic Republic of Congo.
EUNIDA deployed three high-level experts from the EU-Member States’ administrations to Kinshasa and several pilot regions.
The following results were obtained:

• Technical Assistance was provided to the Police National Congolaise (PNC), the Minstry of the Interior and the Police Reform Committee for the definition of a work plan for police reform.

• Development of an Action Fiche and the Technical and Administrative Dispositions for an EDF funded assistance programme for the implementation of the Police Reform.

The Police Reform Programme focused on three main priorities:

• Management capacities for the implementation of Police Reform
• Financial Management of the PNC
• Equipment, infrastructure and operational capacities of the PNC
