Detailed project description: The overall objective was to support to the government in the establishment of rule of law and in the improvement of the security conditions throughout the country. The aim was to increase the capacities of criminal investigation through all stages of the penal process, through to the implementation of training programmes. The project has the following components:
1. Intervention at the scene of crime
a. Conservation of proofs: training of trainers, development of interactive training material
b. Investigation at the scene of the crime: creation of a simulation platform and training of its permanent training staff, study tours and seminars
c. Capacity of the judicial police: training and equipment specifications
2. Preliminary investigation procedures
a. Investigation methodology: training on procedures and training of trainers
b. Improvement of preliminary investigation procedures: training on investigation methodologies protection of witnesses, surveillance
3. Management of the judicial investigation and the examining magistrate
a. Improvement of the knowledge of judicial procedures by the judicial police: training on interrogation, revision of procedures
b. Case management: Training on case management, training of trainers, specialized training on financial crimes, money laundering and fight against terrorism
c. Human Rights: Human Rights training for the Judicial police
4. Management of expertise
a. Modernisation of the Laboratory of the Technical and Scientific Police
b. Training of forensic doctors
5. Donor coordination
